Senior Project Engineer (PS 3)

The Senior Project Engineer (PS 3) will assist in the preparation and processing of procurement documents for works, goods, and services, and ensure smooth implementation of construction projects under the guidelines provided by the World Bank and the Government of Sri Lanka.

Key Responsibilities:

Assist in preparing and processing all procurement documents for Works, Goods, and Services, including bidding documents, recruitment of consulting firms, and more.
Prepare specifications and Terms of Reference in coordination with subject experts for various project components.
Arrange for bid document publication in local newspapers and relevant websites (World Bank, MoH).
Conduct pre-bid meetings, proposal conferences, and facilitate bid openings, pre-contract discussions, and negotiations.
Assist the evaluation committee in bid evaluations and support timely decision-making by the Procurement Committee.
Prepare awarding letters (LOA) and contract agreements, and oversee the contract signing process.
Update the Procurement Plan regularly in coordination with the World Bank and other stakeholders.
Monitor civil construction progress, ensure compliance with project deadlines, and make recommendations for project improvements.
Oversee contract administration and participate in project review meetings, offering recommendations for successful implementation.
Review contractor/consultant claims and make necessary recommendations.
Ensure the quality of all civil construction works adheres to contract documents and health & safety guidelines.
Collaborate with engineers, consultants, and contractors to interpret contract documents and ensure proper implementation.
Participate in environmental management and monitoring plan measures to minimize adverse impacts during construction.
Provide training and guidance to contractors, and assist in reviewing progress reports.
Arrange stakeholder awareness programs and undertake any other tasks assigned by the Project Director.
