Monitoring and Evaluation (M&E) Specialist (PS 4)
The M&E Specialist is responsible for collecting, processing, and managing data from various sources such as health management information systems and official documents. This role requires regular coordination with various stakeholders, monitoring visits to health facilities, and preparing reports for the project’s monitoring and evaluation needs.
Scope of Services:
- Coordinate with relevant ministries, authorities, divisions, and health facilities to source data and information for M&E needs.
- Develop the monitoring plan/framework including inputs, outputs, and outcomes.
- Conduct regular monitoring visits to health facilities and catchment areas to gather beneficiary feedback and cross-validate data reporting.
- Provide quarterly M&E reports to PCMU and the IDA.
- Review progress reports regularly to assess monthly, mid-term, and interim performance based on the results framework.
- Undertake periodic reviews and recommend modifications to project activities as needed.
- Oversee and participate in evaluation and assessment activities.
- Develop and maintain an M&E database for the project.
- Provide mentoring and training to project team members to build M&E capacity.
- Serve as the focal point for providing M&E inputs for Implementation Progress Reports (IPRs).
- Support technical and supervisory missions commissioned by the IDA.
- Participate in project meetings, workshops, and trainings, and provide necessary inputs.
- Support design and data retrieval for assessing capacities in responding to COVID-19 and other public health interventions.
- Perform other relevant tasks assigned for effective M&E of the project.
Reporting Mechanism:
The M&E Specialist reports to the Project Director on the status of assignments on a regular basis.
