Finance Officer/Supervisor (PS 6)

The Finance Officer/Supervisor will coordinate donor requirements, project implementation, and liaise with the Ministry of Health (MoH) to provide financial analysis, budget management, and performance tracking for the Grant. Additionally, they will guide the project’s finance team to ensure accurate financial management and reporting.

Scope of Work:

1. Coordinating Donor Requirements:

  • Assist in preparing reports for the World Bank such as Progress Updates (PU), Disbursement Requests (DR), Annual Financial Reports (AFR), Cash Forecasts, and Variance Analysis Reports.
  • Prepare responses to queries from various project reviews.
  • Assist the Project Accountant in resolving issues during project implementation.

2. Project Implementation:

  • Ensure timely disbursement of funds to support project activities.
  • Support financial monitoring systems, including budget tracking, expenditure reports, and allocations.
  • Check payment vouchers, settlement vouchers, receipts, and bank reconciliations for accuracy.
  • Manage the fixed assets register, both in soft and hard copy formats.
  • Assist in preparing financial accounts and statements for auditors, including the Auditor General’s Department.
  • Respond to audit queries and maintain up-to-date procurement lists and commitment schedules.
  • Prepare monthly bank reconciliations and submit them to the Ministry of Health by the 15th of the following month.
  • Maintain petty cash flow and ensure daily balance updates.

3. Coordination with the Ministry of Health:

  • Monitor and verify advance settlements and bills before entering them into the Government Reporting System (CIGAS).
  • Assist in preparing periodic financial progress reports for the Ministry in compliance with Government regulations.

4. Other Responsibilities:

  • Attend Bid Opening and Evaluation Committees (Technical Evaluation Committees).
  • Support other World Bank projects under the Ministry of Health as needed.
  • Perform any other project-related activities as assigned by the Supervising Authorities.

Reporting Mechanism:

The Finance Officer/Supervisor shall report to the Project Director, Finance Manager, or Project Accountant on the status of their assignments regularly.
