Finance Manager/Specialist (PS 3)

The Finance Manager/Specialist (PS 3) is responsible for establishing and maintaining comprehensive Financial Management Systems. These include Accounting, Internal Control, Planning, Budgeting, Financial Reporting, and Auditing Systems. The Finance Manager plays a key role in ensuring financial accountability and promoting the efficient use of project resources, while adhering to both government and donor agency procedures.

Key Responsibilities:

  • Establish accounting practices and systems to manage resources available to the project.
  • Provide accurate, complete, and timely financial information for managing and monitoring project activities.
  • Prepare annual budget estimates and the disbursement plan for the project.
  • Ensure accountability and promote the efficient use of financial resources allocated for the project based on government and foreign financial resource agency procedures.
  • Ensure timely withdrawals, payments, and reimbursements of donor funds for project expenditure.
  • Prepare monthly, quarterly, and annual financial statements on time and ensure compliance with audit requirements.
  • Establish and maintain close relationships with other government agencies involved in the disbursement of funds under donor-funded projects.

Reporting Mechanism:

The Finance Manager/Specialist will report regularly to the Project Director on the status of the assignment and other finance-related matters.
