Finance Manager/Specialist (PS 3)

The Finance Manager/Specialist (PS 3) is responsible for establishing and maintaining comprehensive Financial Management Systems. These include Accounting, Internal Control, Planning, Budgeting, Financial Reporting, and Auditing Systems. The Finance Manager plays a key role in ensuring financial accountability and promoting the efficient use of project resources, while adhering to both government and donor agency procedures.

Key Responsibilities:

Establish accounting practices and systems to manage resources available to the project.
Provide accurate, complete, and timely financial information for managing and monitoring project activities.
Prepare annual budget estimates and the disbursement plan for the project.
Ensure accountability and promote the efficient use of financial resources allocated for the project based on government and foreign financial resource agency procedures.
Ensure timely withdrawals, payments, and reimbursements of donor funds for project expenditure.
Prepare monthly, quarterly, and annual financial statements on time and ensure compliance with audit requirements.
Establish and maintain close relationships with other government agencies involved in the disbursement of funds under donor-funded projects.
