Environment and Social Safeguards Specialist (PS 5)
The Environment and Social Safeguards Specialist is responsible for ensuring social due diligence for all sub-components funded by this project. The role is focused on minimizing negative social impacts and developing mitigation measures in accordance with relevant laws and World Bank policies.
Scope of Services:
- Provide overall policy and technical direction for managing social risks and impacts under the project as outlined in various project frameworks such as ESCP, ESMF, SEP, and LMP.
- Support the preparation of required Environmental and Social (E&S) instruments under the project.
- Collaborate with other specialists and technical teams to assess social risks for each sub-project and project activity.
- Ensure timely preparation of social assessments and impact management plans, coordinating with PCMU for review and approval.
- Ensure the implementation of SEP provisions and manage grievances related to project interventions.
- Ensure the incorporation of LMP provisions into safeguards instruments throughout the project.
- Align project social and environmental documents with international guidelines, such as WHO’s COVID-19 guidelines and gender-based violence risk management.
- Prepare and review Environmental and Social Impact Assessments (ESIAs) and obtain necessary clearances.
- Ensure ESMP, LMP, and SEP compliance during project implementation and coordinate with relevant stakeholders.
- Report on the project’s environmental and social performance to the Project Management and the World Bank.
- Support the establishment of a Grievance Redress Mechanism (GRM) for addressing grievances, including cases related to GBV and sexual harassment.
- Conduct training on relevant topics such as the World Bank's Environmental and Social Framework (ESF) and ESMF content.
Reporting Mechanism:
The Environment & Social Safeguards Specialist reports to the Project Director on the status of the assignment on a regular basis.
