Deputy Director (PS 2)

The Deputy Director (PS 2) will assist the Project Director in coordinating and facilitating the project implementation, providing technical assistance, and overseeing various project-related activities. The Deputy Director will also ensure compliance with project agreements and support the management of project staff, procurement processes, and reporting obligations.

Scope of Services:

  • Support the Project Director in coordinating and facilitating the project implementation.
  • Provide technical assistance and coordinate with the Procurement Specialist to prepare and update the project procurement plan.
  • Assist the Project Director in hiring individual consultants and other project-related consultancy services.
  • Coordinate and provide technical inputs for the planning and implementation of thematic areas of the project as needed.
  • Support the Project Director in liaising with relevant stakeholders, including the PDHS/RDHS.
  • Ensure continuous compliance with legal covenants in the financing agreement between the World Bank (WB) and the Government of Sri Lanka (GoSL).
  • Oversee the monitoring of project activities, including managing external stakeholders, contract management, and evaluation of firms and staff.
  • Support the Project Director with reporting on the progress of Project Development Objectives (PDO) and intermediary indicators to the Ministry of Health (MoH) and the World Bank (WB).
  • Coordinate with designated units at the MoH on related activities and procedures of the Project Steering Committee as per the Project Appraisal Document (PAD).
  • Facilitate the submission of monthly/quarterly updates/reports as required by MoH, the Project Steering Committee, and the WB.
  • Support the Project Director in resolving project implementation issues.
  • Carry out any other project-related activities assigned by the Project Director, Secretary of Health, or Director-General of Health Services (DGHS).
